Laws of pertaining to property managements?

Landlady hired property management, management charged us for background checks, they stated it is Oregon law that they must charge us with a 100.00 late fee. Management stated that 2 adults in the house has crimmal backgrounds 1 adult has no ID and that that adult would have to move out until ID is shown, adult has been in the house for about 2 years before management was used.
