My landlady is stalling on making repairs in my apartment, what can I do?

On March 25th my studio apartment flooded from the rain, it was a Friday. The maintenance guy pulled up the carpet in my apartment that very same day so that the floor could dry. 50% of my apartment is inaccessible to me. I moved my stuff into the garage so that it wouldn't get damaged from the rain. That day (Friday) my landlady said she'd have a new carpet in on Monday. Monday came and went. No word from her. I texted her and eventually heard back four days later. She said she'd have the carpet in my apartment in a few days. Nothing. No texts, no phone calls. Well, it's been 11 days since my apartment flooded. She said she'd have the carpet in today (Monday) so I texted her again. No response. It's really starting to piss me off that she's so flaky. I can't do any work I need to do in my apartment. She's throwing me off schedule. What can I do?!?!
