Help with gym leader watson Pokemon sapphire!?

I have a 24 kadabra. 22 grovyle. 22 swellow. And a 19 magikarp, haha. Nothing i do works, last time i battled him i was like 20 hp from beating him! What do i need to do or need to capture to beat him? Im not trying to get some low lvl pokemon and train it!
